Loads on bolster wagons etc. often overhang the end of these wagons so it is necessary to have a flat wagon as a spacer before the next wagon. One donor for such wagons were Plates which either had their bodies removed and laid on the floor for weight or ex Conflat Plates which had rail added to the open frame for weight.
